An example of respectful handling of a homeless man .... looking through my  mental window ....

Much has changed since my last post here in terms of the world politics and the way trade deals are made ... during my constant career travels it is imperative to see its impact on the people in general - not those who are troubled but even those in normal places - they seem to be aware of the uncertainties about tomorrow one way or the other ...

In a very unusual circumstance, in the central part of the downtown of a main European City I saw a very interesting instance ...

On the very popular, tourists attracting highly populated stretch of the road there was this 'homeless' man - squatted next to the traffic signal island -  to say 'homeless' by the look of his state .... on a mall trolley, with 3 large oversized plastic bags, dirty clothes, a worn out hat ... one plastic bag containing food leftovers gathered from where ever he had found them ....

A few meters away from his sitting on a bench in seemingly formal clothes but again very dirty - another obviously homeless man was watching him .... 

As I would remember it in my mind later on, it was a sort of a 'test the system' occasion by the two sort of - was it?... though they were not talking to each other ...

As it would happen in today's world - by the road CCTV or the patrol car or someone reporting from the member the public perhaps - this homeless man was noticed by the city police and a police van zoomed in quickly - parked a few meters away - a male and a female cop swiftly got out out of the Van. What happened next was remarkable indeed. In some of the countries of lesser respect for people's rights I could have seen the cops charging at the man or nudging him with the baton or talking rudely to chase him away ..... but nope not here ! 

The duo stood close to him with hands crossed. Then the male cop pulled out a note book and read out something to the squatting man.  The cops never made faces for the obvious stench that surrounded the man. Then the homeless started to talk. I was almost 20m away so I don't know what they spoke. Some people passing by were taking pictures, definitely so many CCTVs all around were recording the event - after 15 mins of conversation the homeless man stood up. As he stood up, it seems technically that he was not 'squatting' with his hands on the trolley. Though not moving, he remained in that pose. The cops kept watching him for next 10mins - and simply left !

The second homeless man sitting on the bench was watching it all - almost to learn from the strategies used by the man who was questioned by the cops. And the cops would strictly follow the code they are trained into ! 

It was very interesting to watch how the 'system works' in the developed world.                   In a developing world perhaps due to flawed rules, incomplete digitalisation, disconnected infra structural aspects and social norms, and lack of professionalism in the enforcement entities such a 'by the book' law enforcement wouldn't have occurred. It perhaps could have occurred through 'humanity' and by mixing the cops and public in a rather chaotic way.

Only if the the whole world could address the issue of the homeless so respectfully who are from their own populations ...perhaps living a respectful life at some point in time!
